“工業(yè)4.0”平臺 人工智能平臺
波爾特是DFKI所屬的深度學習能力中心主任，長期從事多媒體分析和數(shù)據(jù)采掘研究，曾獲麥肯錫商業(yè)技術(shù)獎和谷歌研究獎。DFKI是德國首個以公私合作伙伴關(guān)系（PPP）模式建立的大研究中心，分布在凱撒斯勞滕、薩爾布呂肯、不萊梅、柏林等地，主要負責應(yīng)用性基礎(chǔ)研究、產(chǎn)品功能及樣品開發(fā)、提供專利方案等。
波爾特介紹，2013年德國政府提出的“工業(yè)4.0”戰(zhàn)略就涵蓋了人工智能?！肮I(yè)4.0”戰(zhàn)略著重在制造業(yè)等領(lǐng)域利用互聯(lián)網(wǎng)、人工智能技術(shù)，將人與機器、機器與機器連接起來，實現(xiàn)智能化操作和智能化生產(chǎn)。之后，在聯(lián)邦教研部的倡導下成立的“工業(yè)4.0”平臺，將研究機構(gòu)、大學和企業(yè)的研發(fā)力量集中到一個平臺上，大大推進了人工智能在這個平臺下的開發(fā)和應(yīng)用。聯(lián)邦政府為這個平臺前期投資了2億歐元，并帶動了工業(yè)界和民間的投資。
人工智能與認知系統(tǒng)、會學習的機器密切關(guān)聯(lián)。因此，2017年9月，聯(lián)邦教研部又啟動了一個稱為“學習系統(tǒng)”的人工智能平臺，這是繼“工業(yè)4.0”平臺之后，德國政府推出的第二個以數(shù)字化為主題的研發(fā)平臺。這項計劃是通過開發(fā)和應(yīng)用“學習系統(tǒng)”，使未來的工作和生產(chǎn)更加靈活和節(jié)省資源，提高工作效率和生活品質(zhì)，促進經(jīng)濟、交通和能源供應(yīng)等領(lǐng)域的可持續(xù)發(fā)展。聯(lián)邦教研部部長萬卡表示：“我們必須從新的角度來思考人工智能，它就像‘工業(yè)4.0’一樣，將帶來深刻的變化，在德國起到系統(tǒng)性的推動作用。”
投資力度不夠 發(fā)展模式不同
德國新一屆政府在其組閣文件中曾6次提到人工智能，足以顯示重視程度。但與中、美相比，目前德國的投資力度還遠遠不夠，政府在項目上的投資僅數(shù)億歐元。而中國政府在2107年出臺了詳細的人工智能發(fā)展規(guī)劃，將投入數(shù)十億美元。在企業(yè)界，美國的Big Five（微軟、谷歌、蘋果、臉書和亞馬遜）和中國的BAT（百度、阿里巴巴和騰訊），投資人工智能的研發(fā)費用約為200億—300億美元。
波爾特博士介紹，德國除了投資力度不夠外，與中、美兩國明顯不同的還有發(fā)展模式。中、美兩國在互聯(lián)網(wǎng)技術(shù)方面具有優(yōu)勢，Big Five和BAT都是網(wǎng)絡(luò)巨頭，以其IT和網(wǎng)絡(luò)優(yōu)勢帶動人工智能發(fā)展。而德國的優(yōu)勢是高端機械制造業(yè)，即便是在DFKI這樣的人工智能研究機構(gòu)，很多科研人員也是來自機械工程系。他們可以做出很像樣的硬件，但在軟件開發(fā)和應(yīng)用方面略顯遲鈍。
